Because the Philippines has an entire government bureau dedicated to attracting Westerners to its shores, through a special visa that lets you “retire” there as young as 35
You don’t actually have to retire. And you don’t have to live there full-time. The visa is basically permanent residency without the path to citizenship. It lets you purchase property, receive discounts on already cheap services, and enjoy a fantastic island (or city) lifestyle.
